The average developing country spends more on debt than they spend combined on health, education and social needs. Our bill helps countries in debt crisis stop the predatory action of “vulture” funds while at the same time protects US pensions, workers, businesses and the economy, and can help stabilize food and fuel prices. It also ends the punitive high interest rates when a country falls into debt crisis.

The Champerty Fix bill (S1477, A643-A), introduced by Senator Liz Krueger and Assembly Member Jessica Gonzalez-Rojas prevents predatory “vulture funds” from cheaply buying the debt of countries to pursue a legal claim to collect in full. New York is the world's primary financial jurisdiction where the majority of private debt is contracted for developing countries.

We've won bipartisan support. Jubilee advocates are at the New York Capitol every day pushing for the legislation to pass. 

We know the legislation will pass the Senate on Monday. Currently, Assembly Speaker Carl Heastie is holding the legislation and must bring it to the floor for a vote before session ends on June 4th.
